Children’s Health Defense (CHD) CEO Mary Holland told a New York City audience that the legal and policy changes made after 9/11 helped build the framework for the government’s COVID-19 response.
“In terms of legal policy … 9/11 laid the groundwork for COVID,” Holland said. “COVID could not have happened without the changes that happened after 9/11.”
Holland made the remarks during the Turning the Tide: 9/11 25 Years Later conference, held Sept. 10-13 in New York City.
She argued that the connection between the two crises goes far beyond similar government responses.
“The parallels, the commonalities, between 9/11 and COVID are obvious, and they’re extensive,” Holland said.
She described both as “a global turning point … in how the world works in terms of surveillance, in terms of individual rights, in terms of how people treat one another.”
Holland, who was living in Brooklyn when the Sept. 11, 2001, attacks occurred, said the global response to COVID-19 changed how she understood 9/11.
“I truly was absolutely ignorant of 9/11 truth … until COVID,” Holland said. “But for me, COVID was the entry point and was the awakening for what had really happened in 9/11.”
“With COVID, I went down the rabbit hole a bit, and it’s a deep rabbit hole,” she said. “But I am hopeful that this COVID ‘Great Awakening’ has encouraged people to question official government narratives and to find the truth.”
‘The same beast just in different clothing’
Holland highlighted numerous ways the two events are connected.
She pointed to how the media controlled each event and how it was presented to the public. After 9/11, television repeatedly showed the planes hitting the World Trade Center, she said. Likewise, during the coronavirus pandemic, people were bombarded by images of the SARS-CoV-2 virus.
“The propaganda for me on 9/11 was just watching the planes hit the building over and over,” Holland said. “It was incessant on the media. Much like we saw … the SARS-CoV-2 molecule everywhere, with its arms ready to come out and, you know, attack you.”
Both crises generated enormous government responses and federal aid.
“In both cases, we saw a highly militarized and monetized response. Billions of dollars flowed immediately after these events,” Holland said. “And in both cases, with the rarest of exception … everybody jumped on board.”
Holland said the same players and institutions were involved throughout.
“What we see when we look more deeply is that we’re talking about the same players, the same authors, the same military-industrial complex, the same media players that cover up,” Holland said.
The result for the public was a loss of individual rights.
“At the heart of both 9/11 and COVID was the shredding of individual freedoms guaranteed by the U.S. Constitution and guaranteed by international instruments as well,” Holland said.
She also warned about a shift toward greater reliance on international institutions and global rules.
“We see this push towards international unelected bodies, whether it was the World Health Organization or protocols that went into effect in airports around the world,” she said.
That loss of freedom was accompanied by increased monitoring and a culture of suspicion.
“We saw greater levels of surveillance immediately after 9/11,” Holland said. “Travel had to be surveilled. Everybody could be a terrorist.”
The same dynamic appeared during COVID-19, when people were encouraged to report on each other.
“We were told by government officials, ‘Be a snitch,’” Holland said. “If you saw somebody not wearing a mask, if they’ve got a false test, be sure to tell on them. … You have to be afraid of everybody.”
“This really goes beyond parallels,” she said. “And it’s really the same phenomenon. It’s the same beast just in different clothing.”
In Dark Winter bioterror exercise, ‘all of the unvaccinated were expected to die’
Holland also traced the legal bridge between the two eras.
She began with the end of the Cold War and the rise of the post-9/11 war on terror, arguing that the U.S. military-industrial complex needed a new target after the Soviet Union collapsed.
“They needed an enemy when the wall came down in 1989,” Holland said.
She quoted then-Chairman of the Joint Chiefs of Staff Colin Powell, who in 1991 said: “I’m running out of demons. I’m running out of villains. I’m down to [Cuba’s Fidel] Castro and Kim Il Sung [of North Korea].”
“I find that a remarkably revealing remark by the head of the U.S. military,” Holland said.
Holland also cited the 2000 Project for the New American Century report, which she said outlined efforts to “facilitate radical reform” and promote “advanced forms of biological warfare” as a “politically useful tool.”
She also pointed to the Dark Winter tabletop exercise in June 2001, which she said simulated a smallpox bioterror attack that “resulted in the end of normal public life” through severe restrictions on information, travel and gathering together.
She called the scenario a “thorough rehearsal of a political state of emergency.”
She connected the exercise to COVID-19. “I would just note that during COVID, President [Joe] Biden specifically used the term ‘Dark Winter’ when talking about how all of the unvaccinated were expected to die had they not taken their appropriate shots,” Holland said.
From 9/11 to the PREP Act, ‘the legal cornerstone for COVID’
Holland then focused on the laws enacted after 9/11 that she said shaped the COVID-19 response.
She pointed to the Project BioShield Act of 2004, which she said: “basically stripped important scientific checks on medical and other kinds of countermeasures to chemical, radiological [or] nuclear agents.”
“It sort of made fast-tracking possible, and putting out unapproved emergency countermeasures,” Holland said.
Project BioShield also directed billions of dollars toward vaccine manufacturers “to make shoddy products” that were “not fully tested for safety or efficacy,” she said. Those products were stockpiled and later considered for use during COVID-19.
But she identified the 2005 Public Readiness and Emergency Preparedness Act, or PREP Act, as the key piece of the legal framework.
“9/11 directly leads us to the PREP Act and to the current existing COVID-19 ‘protections,’” Holland said.
She called the PREP Act “the legal cornerstone for COVID.”
The law was designed to encourage the development and distribution of medical countermeasures such as drugs and vaccines for use during public health emergencies while providing liability protections for government actors, manufacturers and healthcare providers, “including Dr. [Anthony] Fauci,” Holland said.
Those post-9/11 legal changes ultimately laid the foundation for the abuses people experienced during COVID-19, Holland said. “I think we’ve come full circle.”
Holland said that at its heart, COVID-19 was about “utilizing emergency use authorizations. They covered all of the drugs, they covered all of the shots, they covered all the masks, they covered all of the tests,” Holland said. “That started with the inception of the global war on terror.”

‘We are absolutely not giving up’
Holland said the PREP Act remains a major focus for CHD.
“We at Children’s Health Defense … believe absolutely that the PREP Act is completely unconstitutional … and have been attacking it for many years,” she said. “And it is difficult, but we are absolutely not giving up.”
She warned that the forces behind 9/11 and COVID-19 have not disappeared.
“The USSR is no more. The war on terror was ‘won.’ COVID is behind us, but we’re way not out of the woods,” she said. “The truth movement is more important than ever,” Holland added.
She called for people to keep searching for answers about 9/11, COVID-19 and other events shaped by official narratives.
“For the memory of all those who’ve died or suffered through 9/11, through COVID, through vaccine injury, the Cold War, we all deserve better,” Holland said.
“It’s deeply discouraging to witness these long-running perversions of truth, justice, humanity,” she added. “But I do think there’s solace in understanding. I think that is a precursor to action. We must seek the truth if we’re ever to heal these deep wounds.”
