Tell NJ Lawmakers: Vote NO on Federal Health Centers at Schools That Bypass Public Bidding

The New Jersey Assembly is currently considering A4381, a bill that would allow Federally Qualified Health Centers (FQHAs) to establish “clinics” to provide medical treatment to children during the school day. The proposed process allows these FQHAs to set up health care facilities on school grounds without competitive bidding from other entities, bypassing the transparency and procurement laws designed to protect public assets, increase accountability, and ensure public review of major district decisions.
A4381 evidently has traction as an earlier, nearly identical bill (S3156) passed the NJ Senate in May of 2024. If it passes through the Assembly, A4381 would allow:
- Leasing school property to medical providers
- No competitive bidding or procurement transparency
- No requirement for voter approval or meaningful school board oversight
- No limits on the scope of medical services offered
- No explicit guardrails protecting parental consent
It is absolutely essential that parents maintain control of any medical interventions regarding their children. A4381 threatens this basic principle and would create long-term, difficult-to-reverse arrangements that change the fundamental role of schools: to educate children.
