Oppose H.R. 7973, the ‘Momnibus’ Bill

On March 18, 2026, H.R. 7973, the “Momnibus” bill, one of the most overreaching pieces of legislation ever to be brought to Congress, was introduced by by U.S. Representative Lauren Underwood (D-IL-14). It was quickly circulated to several committees and almost immediately gained 203 Congressional co-sponsors.

While being promoted as a bill to improve maternal health, in actuality it threatens the personal freedom of pregnant women through targeting, monitoring and pressuring them into accepting whatever vaccines our government in collaboration with the pharmaceutical industry decides to mandate during declared emergencies.

H.R. 7973 establishes a federally coordinated $715 million system (within a $2.46 billion bill) that:

• Identifies specific populations of pregnant and postpartum women for increased vaccination
• Tracks their medical status in real time during pandemics
• Categorizes individuals by demographic characteristics
• Integrates data across labs, hospitals, and government systems
• Centralizes authority during declared emergencies

Not only does H.R. 7973 threaten the freedom and privacy of pregnant women, but there are numerous health concerns for the developing fetus as well. Recent government data shows that, since the rollout of COVID vaccines, infants are dying at a 77% excess rate. A 2017 study published in JAMA Pediatrics identified a heightened risk of autism in the children of mothers who received a flu shot during the first trimester of pregnancy. Since 2012, pregnant women have been pushed to get an aluminum-containing Tdap shot, despite evidence that aluminum – a powerful neurotoxin – crosses the placenta and accumulates in fetal tissue.
